  • Revision of Interest Rates for Small Savings Schemes with Effect from 1st April 2012

Based on the decisions taken by the Government on the recommendations of the Shyamala Gopinath Committee for Comprehensive Review of National Small Savings Fund (NSSF), the interest rates for small saving schemes are to be notified every financial year, before 1st April of that year.  Accordingly, the rate of interest on various small savings schemes for the financial year 2012-13 effective from 1.4.2012, on the basis of the interest compounding/payment built-in in the schemes, shall be as under:

Clarification : Rule 5(22) of Post Office Insurance Rules, 2011 defines that “marketing staff” is an official or person who is authorized by the Postmaster-General or Head of Division to procure Postal Lie Insurance and Rural Postal Life Insurance business. The marketing staff includes IPOs, ASPOs, ASRMs, Ex.DO(PLI), PRI(P), Postmasters, Selected Postal Assistant, Postman, Retired GDS BPM, DO(PLI), Field Officer(PLI), SRM (Rural S.O), GDS staff and also includes Direct Agents such as Anganwadi worker, Mahila Mandal worker, Ex-Serviceman, Retired school teacher, SHGs, Gram Pradhkan & Member Gram Panchayat and any other official/persons as considered suitable by the Head of Postal Division. As such, if Mailoverseer is engaged- depending upon suitability in procuring RPLI business/policies, he also entitled for incentive as par with other Departmental officials.

                Enquiries are conducted in all cases of complaints and action is taken depending on the nature of the shortcomings/faults.
During the last three years 172 officials were found guilty for which punishment has been imposed as per rules.
                To upgrade the money order delivery system and to ensure timely delivery of money order, the department has introduced Electronic Money Order across the country.

EXPANSION OF POSTAL AND TELECOM CIRCLES
There is no proposal for expansion of Postal Circles. However, modernization of Post Offices in all Postal Circles is underway.
The Government has initiated a project called “Project Arrow” for modernization of Postal Circles across the country. The project envisages upgradation of post offices in urban and rural areas both in terms of upgrading and enhancing the quality of service in ‘core areas’ and improving their ‘look and feel’. The project aims at creating a conducive and friendly work environment both for the staff and the customers visiting the Post Offices, providing connectivity, and improving the service quality levels in the core business areas.
The Government has also approved a proposal for IT modernization of all Post Offices of Department of Posts.
During 2011-12, for computerization of Post Offices, an amount of Rs.90.39 crores approximately was spent. For Project Arrow, during 2012-13, an outlay of Rs.84.00 crores has been earmarked to cover 500 post offices throughout the country.

The Government has approved the Modernization Project for a total plan out lay of Rs.1877.2 crores. The Modernization Project of the Department of Posts includes computerization of all the non-computerised Post Offices in the country including supply of Rural ICT Hardware devices and peripherals in the Branch Post Offices in the Rural Areas, development of scalable, integrated and modular software covering all the operations of Department of Posts and establishment of required IT infrastructure. The implementation of this Project has been proposed through eight RFPs. The functional RFPs are at various stages of finalization. The rollout of the Project is expected to be completed by 2014. Thereafter, Circle-wise allocation will be made
As regards Telecom Circles, the information is being collected and will be presented immediately on being made available by Department of Telecommunications.

EXPANSION OF POSTAL SERVICES
The Government has formulated comprehensive working plan for the development, expansion and modernization of postal services. Under this, major activities , as laid out in XII Five Year Plan, include opening of branch Post Offices, setting up of Automatic Mail Processing Centers, development and deployment of Rural ICT solution, deployment of Core Banking, increasing insurance cover, establishment of Parcel and Logistics Post Hubs, up gradation of Speed Post Centers, Human Resource Training to Personnel, construction of Post offices/administrative offices, installation of Solar Power Packs and setting up of Postal Training Centers.
The proposed financial allocation for the XII Five Year Plan, in this regard is Rs. 12,000 crore. As for setting up of Speed Post Centres, the erstwhile Centres have been reconstructed in the form of Speed Post Sorting Hubs for operational purposes. Sorting hubs have been set up taking into account the following factors:-
(i) Speed Post Mail handled by a city/town
(ii) Connectivity of city/town in terms of air, rail and road.
(iii) Distance of a city proposed for sorting hub from post offices and other hubs; and
(iv) Mail generations potential of the city/town under consideration.
No new Speed Post Sorting Hubs are proposed for opening in the next two years. The total number of complaints received for speed post articles in 2011 are 1,48,381 out of which 67,420 were for late delivery and 80,961 for non-delivery. A mechanism has been set up in the Department of Posts for prompt disposal of complaints through Customer Care Centre in all Postal Divisions. Instructions are issued to Divisions for cent-percent handling and settlement of web-based complaints. While specific instances are resolved individually, system defects that come to notice are rectified to avoid recurrence of such instances.

REGULARIZATION OF CASUAL LABOURERS - WINS A LEGAL BATTLE
AFTER WAITING 30 YEARS, 150 POSTAL STAFF REGULARISED
Chennai, Mar 9, 2012(TNN): After waiting for 30 years, close to 150 employees of the postal department will finally become regular employees, thanks to the intervention of the Central Administrative Tribunal ( CAT). A bench of G Shanthappa, judicial member and R Satapathy, administrative member, passed orders on the matter.
The applicants were appointed mazdoors with the department of posts in 1982. While joining, they were assured that their services would be regularised. Based on directions in a Supreme Court judgment, the department introduced a scheme in 1991 which stipulated that all casual labourers who worked for eight hours a day for 240 days every year as on November 29, 1989 would be conferred temporary status.
Those who were granted temporary status and had worked for three consecutive years would be conferred with 'Group D' status. These employees – who are now called multi-tasking staff – would be eligible for pension and other service benefits.
When they approached the tribunal in 2010, they were directed to make individual representations to authorities by listing out their grievances. But their claims were rejected mainly on two grounds – that they were overage and that they did not have the qualification.
When their fresh applications came up for hearing, M Ravindran, additional solicitor general who appeared for the Union government, said authorities did not have any objection to regularise their services.
The bench said there "cannot be any hindrance for the absorption of applicants" who have been working for so long. "It has also come to our notice that there are enough vacancies to accommodate the applicants before us," the bench said.
Authorities were directed to consider regularising these applicants and give age relaxation and training for those who did not possess matriculation skills within three months.

AGNEDA NO: 01.03.2012: The 40% & 60% Arrears already paid to the GDS Officials as per Directorate order No: 6-1/2009-PE.II Dated:09.10.2009 but 100% audit has not yet been audited in Berhampur Region till date. Resulting The DDOs Bhawanipatna, Koraput, Rayagada and Jeypure was paid short arrears more than 80% GDS Officials and also those employees were retired from service after 09.10.2009 they are not given their arrear dues. Suitable instruction may kindly be issued to all the divisional heads of our region to audit the same without any making delay.  

AGENDA NO: 02.03.2021: The Cycle maintenance allowances has been paid to the GDS Officials of Berhampur Division from February 2012 but the arrears have not been paid till date. Suitable instruction may kindly be issued to the Senior Superintendent of Post Offices, Berhampur Division to paid the arrears from 09.10.2009 as per directorate order NO: 6-1/2009-PE.II as soon as possible.

AGENDA NO: 03.03.2012: The DDO Berhampur was recovered ` 1000.00 (One Thousand Only) from Salary of GDS officials those who were performing the postman and MTS work with plea that the excess payment was maid  which is purely monopoly. Suitable instruction may kindly be issued to the Divisional Head of Berhampur Division to stop the such type of illegal recovery.

INTERACTION WITH THE IPS PROBATIONERS

Postal Staff College, Ghaziabad (Rafi Ahmed Kidwai National Postal Academy) invited Secretary General NFPE, Com. M. Krishnan for an interactive session with the Indian Postal Services Probationers Induction Training Batch on 07.03.2012 on the subject – “Role of Service Associations in India Post”. The following points were discussed.
1. Stand of NFPE on various issues faced by India Post.
2. Need for interaction with unions on all policy related issues and new schemes before implementation.
3. Need of better understanding and cooperation between the unions and the officers to face the challenges before India Post.
4.Our opposition to liaberalisations corporatization, privatization and outsourcing.
5. Our stand on induction of technology, modernization and computerization.
6.Challenges due to (a) Decline in mail traffic (b) Increasing competition (C) Recurring operative loss (d) Universal service obligation and lack of full reimbursement (e) Pressure to reduce cost, increase revenue and operate on a far more commercial basis.
7. Reforms in the mails sector – collection, processing, sorting, conveyance and delivery – our stand.
8. Saving Bank – in adequate handling charges, core banking and Post Bank.
9. Insurance PLI/RPLI – Restriction for introduction of new products.
10. Human Resource development, Estate Management etc.
The session lasted for two hours and Secretary General answered many questions and clarified the view points of NFPE. The Principal of Staff College, Addl. Director, Joint Director etc. were also present.

HOLI TO BE OBSERVED AS HOLIDAY ON 8.3.2012

Dear Comrades,
As per Holiday List for 2012, 08.03.2012 is declared as Holiday on account of Holi. Several  queries have been made whether the date can be changed to 09.03.2012 on which Holi will be practically observed in Odisha Circle. It is understood from the Circle Office that there will be no change in the date of Holiday on account of Holi already declared. That means, 08.03.2012 will be observed as Holiday on account of Holi in Odisha Circle. This is in accordance with the instruction contained in DOPT Letter No.F.12/3/2011-JCA-2 dated 27.06.2011 which stipulates that no change is permissible in regard to festival and dates (except Muslim festivals which depend on the appearance of moon.)

OBSERVE INTERNATIONAL WOMEN’S DAY IN A BEFITTING MANNER



It is 8th March –; the International Women’s Day that is being observed all over the world. The women who constitute half of the human population continue to be the victims of liberalization policies on the one hand and male chauvinism and feudalistic outlook in the society at large on the other. Even the so called economically liberated women are not fully liberated socially. The much talked about legislations on empowerment of women are yet to take off in our country ,despite  campaigns unleashed by the enlightened women organisations in frequent intervals.

The women employees in different sectors, where their general problems are being tackled through the organised  trade union movement, face several women specific problems on which the trade union leadership are not sensitised so far. The most serious problem that the women employees face and suffer silently is the sexual harassment by fellow workers in general and the officers in particular. Trade unions must take up this issue seriously and ensure that women committees as envisaged by the DOPT.
The women employees who constitute more than 20 to 40 percent depending upon the places of work, are yet to be unionised fully. Except for payment of union subscriptions and occasionally attending union conferences to elect the leaders of the associations and unions,  seldom  they are encouraged to take part in other day to day work of the trade unions.

There are States like West Bengal and Kerala where women organisations are constituted by the class conscious trade union movement. Such initiatives are needed elsewhere also. Even in All India Federations and Associations such Mahila Committees are only in the formative stages.

Taking into all these aspects, the Confederation called upon the Affiliates to organise women Committees.  The Confederation  convened its all India Women meet at Kolkata. The Kolkata convention elected an all India Women Committee. The said Committee has   been mandated to bring about such committees all over the country..
The International Women’s Day is coming up in this particular backdrop. The All India Women Sub- Committee headed by Comrades  Gita Ghoshal Chair Person and C.P.Shobana Convenor has already called upon the entirety of the Confederation Affiliates to organise special women conventions, seminars and other types of organisational activities with specific reference to mobilisation of women employees working in CG Departments.

Confederation Headquarters calls upon the State Committees and the Affiliates of Confederation to observe the International Women’s Day on March 8th in a befitting manner by implementing the call of the Women Committee of Confederation.

Why unions didn’t ask workers if they want strike


Workers and employees have a democratic right to go on strike, but only as a last resort when all other means for fulfilling their essential and existential demands, inalienably linked to life and livelihood, fail to convince the management and the ruling government. So, the nationwide strike call by blue and white collar workers isn’t conceptually in conflict with the democratic polity. But has the decision been taken democratically? The central trade unions and other white collar organisations like the All India Bank Employees’ Association and Bank Employees’ Federation of India did not seek a strike ballot to ascertain whether the majority of working people wanted to stay out of work on February 28.
It is not that strike ballots are non-existent in the Indian trade union movement. A few years back, strike ballots were organised among BSNL’s award staff. Strike ballots have often proved effective in the interest of workers and employees. In the mid-1960s, the Kerala state government employees, under the Non-Gazetted Employees’ Association, organised a strike ballot based on a 10-plus-point charter of demands. A massive 94% of workers cast votes in favour of a strike. It forced the Congress-led government to accept most of the demands and nearly 100,000 workers did not go for a strike.
Nearly a decade ago, the AITUC general secretary and CPI leader in the Lok Sabha, Gurudas Dasgupta, who is also the president of the AITUC-affiliated Sangrami Shramik Karmachari Union, warned the CK Birla group that if the workers’ demands, including payment of wages on time, were not met and ‘illegal transfers’ were not stopped, the Union leadership would seek a strike ballot. But the AITUC didn’t even think of suggesting a strike ballot to other central unions before giving a call for the February 28 strike.
It’s very unfortunate that the central unions are averse to strike ballots to feel the pulse of members of their affiliates. Their leaders seem too afraid to confront strike ballots. Take the case of West Bengal’s jute industry. Every three years, jute mill workers go on indefinite strikes. Every time the strike ends with a tripartite agreement but defying the tripartite deals, there are bipartite mill-wise deals. This defiance reflects a lack of confidence in the leaders of central union affiliates like the CITU-led Bengal Chatkal Mazdoor Unions and INTUC-affiliate National Union of Jute Workers.
All central TUs have a moral binding to seek strike ballots before giving a call for strike. The Declaration on Fundamental Principles and Rights at Workplaces adopted by the International Labour Conference in 1998, under the aegis of the International Labour Office, clamped an imperative on every union for strike ballot before even a one-day strike. ‘The rules of every trade union shall contain a provision,’ the consensus among the management, workmen and ILO officials unambiguously states. ‘The union shall not organise, participate in, sanction or support a strike or other industrial action without a secret ballot, entitlement to vote which shall be accorded equally to all members whom it is reasonable to believe at the time of the ballot for the union concerned to believe will be called upon to engage in the strike or other industrial action.’
The union too has to ‘ensure that every member entitled to vote in the ballot votes without interference from, or constraint imposed by, the union or any of its members, officials or employees and, so far as is reasonably possible, that such members shall be given a fair opportunity of voting.’
Strike ballots are cast secretly by members of a union to determine whether to go on a strike. If the majority of the union members are in favour of strike, the union is morally bound to give a call for strike with prior and proper intimation/notice to the management and the labour department of the concerned government.
However, provocative action at times may force employees/workers to skip strike ballots. There is no denying that the responsibility towards strike ballots by participant workmen lies with both the union and the management and the state has to take an assertive role as a watchdog apex.
