and decidedto defer the proposed indefinite strike from 07.10.2009 .After publication of departmental orders the JCA will review the situation and decided ferther course of action demanding modification in the orders as per the demand of our union .In this connection behalf of the circle union Irequested all the GDS Empioyeest who are working in Orrisa circle to join on duty on 07.10.2007

IMPLIMENTATION OF JCA PROGRAMME IN ORISSA CIRCLE DEMANDING RELEASE OF GDS PAY COMMISSION RECOMMONDATIONS.

As per the dicission of the central JCA we are organised the dharana before divisional office & Cuttack North, Cuttack City, South Divisions along with RMS employees organised joint Rally and demonstration on 3rd Sept. 09 . As per secend frase programme we are organised March to Governer house on 10th Sept. 09 . Near about 300 of empl;oyees paticepate in the programme and held a massive demonstration before circle office. A delegation consisting S/S R.N. Dhal, R.C. Mishra, S.S. Samanta, Goutam Das and N.C. Singh meet to honorable Governer of Orissa Sri Muralidhar Chrandrakanta Bhandare and handed over the memorandum . The Governer assured that I take up the matter with Government leval. As per the 3rd phrase programme will be held rely dharana from 14 Sept to 16 Sept 09 Accordingly, the joint dhrana will be held in circle office campus. Cuttack city, South North and Sundargarh divisions participating on 14 Sept. The Bhubacewar division participating on 15 Sept. & also Mayurbjhanja& Sambalpur divisions will participating on 16th Sept. 09. The central JCA will announce the date of Indefinite strike on 18 Sept. 09. The circle union requesting all the employees working in Orissa Circle to participate the above Dharana programme and success the same .

DAY LONG DHARANA BEFORE DIVISIONAL OFFICE DEMANDING TEN POINT CHATER OF DEMAND.

As per the decision of central JCA compraiging nfpe and fnpo all the divisional unions will be held the day long dharana on 29th June 2009. The demand are given below.
(1) Early implementation of GDS Committee recommendations with the suggestions of staff side duly incorporated.
(2) End discrimination in bonus quantum ceiling between regular an d GDS as per the Bonus Act amendment.
(3) Remove the arbirary cap of 60days in PLB for postal Employees.
(4) Fill up ADR vacancies of 2005-06 & 2006-07 in all wings and of all cadres including Multi Skilled employees.
(5) Expedite cadre Revies of all cadres in department of Posts.
(6) Stop abolition of postmen posts and beats and stop harassment of delivery staff and instructions in violation of P&T Manuals in Project Arrow Offices.
(7) Cancel the order for compulsory pay disbursement through back cheques and direct credit system.
(8) Re-fix the eligibility for OTA proportionately to the 6th CPC wage level and clear all pending OTA bills.
(9) Re-fix the wages of all Casual labourers and Part Time contingent / RRR employees on the basis of the 6th CPC wages.
(10) Grant Child Care leave to all eligible Women Employees.

JOINT DIVISIONAL CONFERENCE OF P4 AND GDS BERHAMPUR



P4 and GDS Divisional Unions of Berhampur division today jointly held their Bi-ennial Conference. The Joint Conference was inaugurated by Comrade Ali Kishore Patnaik State Secretary CITU Orissa. The Conference was addressed by the Chief Guest Comrade K.Ragavendran Secretary General NFPE. He said that after the General Elections the entirety of Postal and CG Employees have to focus on several pending vital demands on regular employees as well as on the basic issues of three lakhs of GDS. Leaders from various sister organisations like Bank Employees Federation of India, All India Insurance Employees Association, Co-ordinating Committee of Trade Unions and Associations of Berhampur, Circle Secretary P4 Comrade D.B.Mohanty and Circle Secretary GDS Comrade N.C.Singh addressed the Conference. The Open Session was presided over by Senior Leader Comrade Kiriti Panigrahi. P3 Assistant Circle Secretary Comrade Sibananda Dash and R3 Assistant Circle Secretary Comrade B.C.Samantaray also addressed. The Conference elected new set of office bearers headed by Comrade M.C.S.Rao as Divisional Secretary for P4; and Comrade Venkata Rao as Divisional Secretary for GDS Union. Circle Union congratulates all elected office bearers.

This is regarding filling up of all vacant GDS posts in Orissa circle in different postal/RMS divisions. The Directorate has already issued orders NO:17-103/2002-GDS dated:24.12.2007 to fill up all vacant GDS post and head of circle are instructed accordingly.
In this connection our Discussion which had held in your office chamber dated 15th November-2008 may kindly be recalled where in our Chief Postmaster General Sahiba has told me that he has already instructed to all head of divisions to fill up the vacant GDS post, but sorry to intimate that no action has yet been taken by any head of divisions, causing over workload on the existing GDS employees working in different post offices.
Besides, I am also to intimate that the item NO:13-8/2007 is rolling in four monthly union meeting on the mater.

I Therefore request your goods self to kindly intervene on the matter and advice the head of the divisions to expedite the case for filling up the vacant GDS post without any in dilly-dally method.

THE JOINT DIVISIONAL CONFERENCE OF CUTTACK CITY DIVISION WAS HELD SUCCESSFULY

The 6th joint bi-ennial divisional conference comprising postman. group-D and E.D. union was held at cuttack GPO recreation club on 15.02.09. Veteran trade union leader com. Bipin Bihari Das has inaugurated the conference. Com. R. N. Dhal, leader RJCM staff side and com. N.C. Singh circle secretary ED union attended the conference as the Chief guest and the chief speaker respectively. Com. B.P. Dash divisional secretary, class -3.A.K. Parida , divisional secretary ED cuttack south and com. Jhanu charana Jena also attended the conference. The conference unanimously elected S/S Gajendra kar postman Chandini Chowk, K.C, Natia postman cuttack , GPO and Surendra Mahapatra cuttack, 14 as president, divisional secretary and treasurer of postmen, and Group-D and union. S/S Gagana Bihari Behera BPM, G, Nahalapur/Gobindpur , KJrushna Chandra Dash BPM, Dadhibababanapur/Bentkar and vijay Ojha BPM Gansuri/phulnakhra respectively elected as president, divisional Secretary and treasurer.

Dept. may approach Nodal Dept., Ministry of labour and employment for removing anomalous position being governed by GDS rules, 2001 and I.D Act 1947(Note: GDS (Conduct and employment) Rules,2001 should be scrapped. Our issues should have been examined by the 6th CPC (Talwar Committee recommended). No compromise on this issue.Rename of GDS (Conduct and Employment) Rules 2001as (Conduct and Engagement) suggested Note;- We appose this modification)2. Viability of Rural Post offices: Offices does not generate minimum income: Dept needs to look into franchisee/outreach arrangements.3. Posts of GDSSV not justified statistically at HO,HSG I, HSG II, LSG may not be filled up due to computerization and use of high speed Franking machines.4. Urban Post Offices: Dept may consider creation of multi skilled Group C posts. Group D nature of duties by alternative arrangements suggested. Semi Urban and Rural Post Offices may have GDS Packers. GDS should be deployed in Gramin areas..(Note: All posts of GDS in urban areas be upgraded and GDS working may be promoted as multi skilled Group C - absorption).5. Promotion from GDS to PA cadre: Who have secured 50% marks in 10+2 shall be eligible instead of marks not below the marks secured by the last direct recruit, age 35.6. Qualification for BPM/GDS SPM - Matriculation, preference to 10+2.7. Retirement age - remain at 65 years.8. ACP (automatic/Time bound promotion) - not recommended.9. Transfers: Existing position may continue, in exceptional cases and administrative needs transfers with the approval of the HoC. In such cases TRCA SHOULD BE PROTECTED.10. Staff in seasonal POs may be deployed in other near by offices where there are vacancies.11. There should be no EDSO both in urban and rural areas but pay of GDS WILL BE PROTECTED.12. One point for CASH HANDLING of Rs.10,000/- (BPM)(most irrational!)13. Workload of GDSMD/MC : Cycleable beat on cycle beat, partly cycleable on cycle and rest by foot.14. Distance traversed for delivery work - existing norms should continue.15. Combined duty allowance for MD work only is Rs.100/-, for MC work only it is Rs.125/-. For both MD and MC a total of Rs.250/-16. Additional duty of Mail carrier or mail delivery(cases of leave etc.) compensation of Rs.10/- per working day, maximum Rs.250/- in a month.17. Revised TRCA w.e.f 1.1.200618. Allowances - prospective from the date of issue of orders. Arrears 40% and 60% each spread over two financial years.19. Present D.A FORMULA will continue.20. BONUS - Status -quo may be maintained.21. Ex-gratia Gratuity: Entitlement for minimum 10 years service - Maximum Rs.60,000/- or 16 ½ months basic TRCA which ever is less.22. Group insurance subscription Rs.50/- (For all GDS)- Insurance cover is Rs.50,000/-23. SEVERANCE AMOUNT: Eligibility 10 years - @ Rs.1500/- for every completed year of service - Maximum Rs.60,000/- for 40 completed years of service..24. Service Discharge benefit scheme: A contribution of Rs.200/- per month for the duty period of GDS. Fund to be managed by PLI directorate or any other suitable agency to get adequate returns. ---THIS RECOMMENDATIONS NEED DETAILED EXAMINATION BY THE DEPT. FRAUGHT WITH SERIOUS LONG TERM LEGAL AND FINANCIAL IMPLICATIONS - MAY BE INTERPRETED AS A FORM OF PENSION LEADING TO DEMAND PARITY!25. Financial assistance from welfare schemes: Old rates suggested as the new rates are more than what are given to departmental staff.26. Maternity leave: 3 months TRCA out of welfare grant and 3 months LWA (substitute is arranged by GDS) FOR FIRST TWO CHILDREN.27. LEAVE: 20 days paid leave in a year, no change28. Leave Vacancies/Short term to be managed by combination of duties - Where the work cannot be managed by combination of duties there has to be proper substitution. (Note: This is highly exploitative, not to be accepted. GDS are working more than 5 hours on combination which is irregular and irrational)29. Present Trade Union Facilities will continued.

REPORT SUBMITTED YESTERDAY LATE EVENING. FURTHER ACTION WILL BE UNDERTAKING BY THE DEPARTMENT. STAFF SIDE WILL BE WAITING FOR ASSURED DISCUSSIONS TO PLACE OUR VIEW POINTS BEFORE SUBMISSION TO CABINET FOR APPROVAL AND IMPLEMENTATION.

GOPINATH COMMITTEE LIKELY TO SUBMIT ITS REPORT OF 19.01.09 ( MONDAY) TO DEPARTMENT.

As reported by NFPE about the details of discussion the Secretary posts held with NFPE on 13.01.09 , in which the Secretary posts had directed that the Senior officers committee should submit its report without forther delay and the seniors officers committee headed by Sri P.K. Gopinath was held its final sitting on 16.01.09. The report is likely to be submitted to the department of post on 19.01.09 monday.

INDEFINITE STRIKE IS DEFERRED BY CONFEDERATION AND NFPE.

Secretary department of posts held discussion with NFPE on 13.01.09 on postal chatter of demand. The secretary department of post has admitted that abnormal delay in submission of report by Sri P.k . Gopinath and the staff site pointed that this type of undue delay would cause serious problems in implementation of the report with the modifications sought us if the election commission announced elections in February. Secretary post coincided that their has been some delay of the part of the Gopinath
Committee and intrusted that the report should be submitted to the department by the Senior officers committee without forther delay. The secretary posts also assured NFPE that will before the election commission announcement the implementation would be ensured and by the end of January 2009 the issues would be sent to cabinet. NFPE reminded that the department has assured to provide us adequate opportunity for placing our view points before sending the proposals to the cabinet approval. Secondly the meeting of National executive of the confederation was held at New Delhi on 15.01.09 to review the preparation for an indefinite strike action scheduled to commence from 20Th January 2009. The meeting heard the secretaries of the affiliated Associations/ Federations and unions as also the secretaries of the Co-ordination Committees. The comrades who were deputed to attend the State level conventions also made their observations at the meeting. Most of the Speakers expressed the need for further time reach our the membership in far flung areas. The meeting came to conclusion that more intensive mobilization and campaign programmes are needed to successfully carry out the strike action with full participation of membership. It was therefore decided not to commence the strike action from 20Th January, 2009but defer the same to future date and carry out an intensified campaing amongst the mass of the employees. All affiliates will advise their state leadership to visit all branches and hold meetings to explain the Charter of Demands, educate and mobilise their employees for the eventual strike action. Campain materials circulated by the Confederation (CHQ) will be translated into vernacular and circulate amongst the members. The said campaing should be concluded by 15.02.09 .The National executive will met again in February to take further decision in the matter. The representatives of the confederation were to meet the Hon'ble Prime minister on 15.01.09 in a delegation with com. Basudeb Acharya, MP to seek his intervention in bringing about a settlement of Charter of Demands. This meeting could not take place due to the preoccupation of the Hon'ble prime Minister. The meeting is likely to take place on 22Nd January,2009.
