Subject:- Removal of ceiling of maximum balance to be retained in a post office savings account- amendment to Rule-4 of the Post Office Savings Account Rules 1981 regarding.

Sir / Madam,
The undersigned is directed to say that issue of removal of ceiling of Rs.1 lac in single savings account and Rs.2 Lac in Joint Savings Account fixed in the year 2000 was under consideration in the Min. of Finance (DEA). This issue was linked to the benefit of exemption in Income Tax on the interest earned in Post Office Savings Account under Section10(15) (i) of Income Tax Act, 1961 by the CBDT and Min. of Finance (DEA). After sustained efforts on the part of this Directorate, Min. of Finance (DEA) has now amended Rule-4 of the Post Office Savings Account Rules 1981 vide G.S.R.681(E) F.No.2/5/2006-NS-II dated 15.9.2011 (copy enclosed). Some major benefits of this amendment are given below:-
(i)            From 1.10.2011, there will be no limit for retaining balance in single as well as joint savings account.
(ii)           A depositor or depositor(s) can deposit any amount into single as well as joint savings account.
(iii)          Maturity value of any savings instrument can be credited into savings account of the depositor standing in the same post office irrespective of the balance in the account.
(i)            Any cheque either issued by Postmaster or any other authority irrespective of any amount can be credited into post office savings account irrespective of the balance in the account.
(ii)           From the Financial year 2011-12, Interest income of Rs.3500/- in the case of single account and Rs.7000/- in case of Joint account will be exempted from Income Tax. (Section 10(15) (i) of Income Tax Act, 1961 amended vide Notification No. 32/2010 {F.No. 173/13/2011-IT A.I}/S.O.1296(E) dated 03.06.2011)
(iii)          It is the duty of the depositor(s) to show the interest income earned from Post Office Savings Account(s) beyond the limit prescribed above in the Income Tax return and pay due Income Tax.

 2.            It is requested that all field units may be directed to give wide publicity to these changes in the shape of Public Notice and printing of leaflets.

MNOP COMMITTEE MEETING 27.9.2011

MNOP committee meeting is held today (27.9.2011) in the Dak Bhawan. Mrs. Manjula Prashar Member (Operations) and Chairperson of the committee presided. Mrs. Shanthi Nair, Chief PMG, Tamilnadu Circle, Shri Rishikesh, Director, Mails, Com M.Krishnan, Secretary General, NFPE and Sri D. Theagarajan, Secretary General, FNPO attended the meeting which lasted for 4 ½ hours.
Regarding already implemented speed post hubs, it is decided to call for proposals from Chief PMGs seeking necessary further changes in the system such as opening of more intra circle hubs, change of administrative jurisdiction to RMS etc. The Federations shall also submit their circle wise proposals for improvement of the speed post hub system.
Regarding implementation of first class mail hubs (L1, L2 ) , the official side wanted the Staff side to agree to its implementation. They told that existing sorting work in the L2 offices will not be disturbed. Hence, there will not be much change in the existing set up. Barcoding, track and trace in the L1 offices will improve the efficiency and customer satisfaction.
The Staff side vehemently opposed its implementation as it will result in large scale closure of sorting offices and also dislocation of existing staff in addition to avoidable delay in transmission/ delivery of articles. There was no consensus arrived. The item will again be discussed in the meeting proposed to be held on 10.10.2011.
MOST URGENT
All Circle secretaries of RMS unions are requested to send their proposals regarding the changes required in the existing speed post hub system in their circle ie. Opening of additional intra circle hubs, change of jurisdiction to RMS etc to the respective General Secretaries and also to the Federations before October 5 repeat 5th October 2011.
PL TREAT THIS AS MOST URGENT AND IMPORTANT. Proposals will be finalized in the proposed 10th meeting. Proposals received after 5th October will not be considered.

African countries adopt action plan

The postal leaders of 25 African countries have committed to speeding up the development of electronic postal payment services.
 The leaders approved an action plan at the end of a regional workshop held in Nairobi, Kenya, from 12 to 15 September 2011. The workshop brought together 70 postal representatives from English-speaking African countries and several Indian Ocean islands.
The action plan’s objectives involve designating national project managers, setting out urgent actions for developing electronic money transfer services, identifying potential corridors, establishing partnerships with financial players, and installing the required UPU IT applications.
The workshop and action plan fall within the priorities set in the 2009–2012 UPU regional development plan for Africa.
At the workshop, the countries undertook to quickly develop a national action plan, in line with the regional plan and the current world postal strategy. The UPU representatives encouraged them to integrate the International Financial System (IFS) as soon as possible and to join the POST*Net EDI network. So far, seven countries of the region have installed IFS.
“We should take advantage of the African postal network’s 30,000 post offices … and quickly translate this action plan into concrete measures; we will then evaluate the progress made with respect to those measures at our next meeting”, concluded Rodah Masaviru, secretary general of the Pan African Postal Union (PAPU).
Reliable and affordable
At the workshop, Ali M. Hussein, postmaster general of Kenya Post, said it was important for Africa’s postal operators to increase their market share in the money transfer segment both regionally and internationally. “The future of the Post will depend on its ability to make effective use of electronic services”, he said. “Consequently, financial services, and in particular money transfer services, must be a priority for all countries.”
Money transfers are essential to a country’s economy. According to 2010 World Bank figures, money transfers account for 10% and 8% of gross domestic product in Lesotho and Gambia, respectively. According to Gladys Mutyavaviri, UPU regional coordinator for Africa, “we must guarantee reliable money transfer services at affordable prices, and this is precisely what the UPU’s worldwide electronic postal payment network does”.

Sub: 25th Orissa Circle Postal Cultural Meet 2011-12 and inviting entry thereof.

In pursuance to the instructions contained in Chief Postmaster General, Orissa Circle, Bhubaneswar-751001 letter No: S.Cell/1-4/2011-13 dtd 29.09.2011 and S.Cell/1-17/2011-12 dtd 21.09.2011, the Circle Level Cultural Meet will be held at Bhubaneswar from 12th to 13th November 2011.  Hence entries from the willing officials are invited in the prescribed proforma those who have good performance in Vocal, Instrumental, Dance and Monoacting.

Eligibility :-            The employees of the department, their spouse and dependent children can participate in the Meet. In case of GDS officials length of service should not be less than six months.

Entry Fee:-            For each item One Rupee will be paid by the competitor as entry fee  in form of I.P.O. duly crossed and made payable to the Secretary OCPSB O/O The CPMG Orissa Circle Bhubaneswar.

Pattern of Competition:-                    
                The competition will be held in two groups viz., Junior Group and Senior Group.
For the Junior Group only those dependent children of the employees will be eligible who are below the age 15 years.
                For determining the age crucial date will be 30. 9. 2011.
                In case of participants in Junior Group the age certificate in prescribed proforma should be enclosed in the entry form. Participants below 15 years of age can not participate in Senior Group. In case of Senior Group participants they are requested to submit a declaration in the enclosed proforma.

Items of Competition:-
                Competition will be held separately for Hindustani and Karnatic Style, in Vocal and Instrumental music, Dance and Monoacting.

Two (2) accompanists will be available one in Tabla and the other in Harmonium during the time of competition.

All the entries should be filled up in prescribed proforma. In case of Junior participant certificate of birth and education should be enclosed duly signed by the competent authority (Proforma enclosed). Age certificate in any other form will not be entertained.
                It may be noted that T.A. and D.A. will be paid to the participants those who will secure positions in the circle cultural meet only. However special C.L. is permissible to all eligible participants and escorts for junior participants for this purpose.
                Contents of the circular may be given widest publicity among the staff of your unit. The deserving entries may be sent to the undersigned within due date.
