POSTAL JOINT COUNCIL OF ACTION

NATIONAL FEDERATION OF POSTAL EMPLOYEES

NATIONAL UNION GRAMIN DAK SEWAKS

CHARTER OF DEMANDS 

1.  No Corporatization and privatization in Postal Services.

2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of Seventh Central Pay   Commission. Grant of Civil Servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.

     3.  Regularise the services of Casual, Parttime, Contingent Employees and Remove the cut off date

4.  Grant of merger of 100% DA with pay with effect from 01.01.2014 for all purposes, including GDS.

5.  Grant of 25% pay as Interim Relief (IR) with effect from 01.01.2014 to all employees including GDS.

6.  Scrap the New Pension Scheme (NPS) and include all employees recruited on or after 01.01.2004 under the old statutory pension scheme.

7. Remove 5% condition for compassionate appointment and grant appointment in all deserving cases as in the case of Railways. Remove the minimum 50 points condition for GDS compassionate appointment.

8.  Fill up all vacant posts in all cadres including drivers Artisans , Assistant Managers, Managers and Senior Managers in MMS & GDS.
     (a)    By direct recruitment
     (b)   By holding DPC and granting promotions
     (c)    By conducting departmental promotional examination.
     (d) Replace all condemned vehicles in MMS

9. Implement cadre restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.

10 . Settle issues relating to Postmaster Cadre officials.

     (a)    Allow to write IP and PS Group ‘B’ examinations
     (b)   Relaxation in service conditions for promotion from one grade to another, at par with general line promotions to identical posts.
     (c)    Filling up of all PS Group ‘B’, PM Grade III and Grade II posts by eligible officials and till that time adhoc-promotion may be granted.
    (d)   Other related issues such as filling up of 100% senior Postmaster/Chief Postmaster posts earmarked for PM cadre by PM cadre officials alone and maintenance of Circle Gradation list etc.

11. Reimburse full mileage allowance to System Administrators and fix duty hours and responsibilities of System Administrators. Create separate cadre for System Administrators.

12. Grant of Cash handling allowance to Treasurers in Post offices at par with cashiers in RMS & Administrative offices.

13. Counting of Special allowance granted to PO & RMS Accountants for pay fixation on promotions as the promotional post involves higher responsibilities.

14. Settle all issues related to IT Moderinisation Project – computerization, Core Banking Solution, Core Insurance Solution etc.

     (a)    Replace out dated computers and peripherals with new ones.
     (b)   Increase network capabilities and Bandwidth.
     (c)    Set right the Users credential problems in leave arrangements etc.
     (d)   Stop hasty “Go live” of CBS, CIS till cleansing of data pucca.
     (e)    Provide all assistance and stop harassment in the Implementation of CBS & CIS
     (f)      Grant enhanced financial powers to Head Postmasters

  15. Prompt and regular holding of JCM, Departmental Council meeting, Periodical meeting with Secretary Department of Posts, Sports Board meeting and Welfare Board meeting. Ensure representation of recognised Federations in Sports Board and Welfare Board by calling for nominations.

16. Ensure full protection of existing allowance (TRCA) of GDS employees and introduce Medical Reimbursement Scheme to GDS. Existing monthly emoluments (TRCA) drawn by the GDS should not be reduced under any circumstances. Revision of cash handling norms.

17. (a)   All Circle offices/Regional offices/DPLI office, Kolkata must be allowed to function as Circle Processing Centres (CPCs) while implementing Core Insurance Solutions (CIS) through McCamish for steady growth of PLI/RPLI Business
     (b) Stop diversion of 615 posts (576 posts of PAs from C.O.s and 39 posts of PAs from APS PLI CELL) ordered vide Department of Posts, Establishment Division No. 43-47/2013-PE-II dated the 9th June, 2014 
   (c)   Stop harassment and victimization of staff of Circle Administrative offices  in the name of decentralization of PLI/RPLI.

18. Allot sufficient funds to circles for carrying out constructions, Repairs and Maintenance of Departmental buildings/Postal Staff quarters and RMS Rest houses.

19. Make substitute arrangement in all vacant Postmen/ Mail Guard and MTS Posts. Wherever GDS are not available, outsiders should be allowed to work as substitutes.

20. Modify the orders dated 22/5/1979 regarding existing time factor given for delivery of articles taking in to account the actual time required for door to door delivery.

21. Open L1 offices as recommended by CPMG AP Circle eg: Guntakal RMS .

22. Powers for writing APARs of SBCO staff may be delegated to AO (SBCO) instead of Divisional heads and stop imposing the work of SB Branch on SBCO.

23. Prompt supply of good quality uniform and kit items and change of old specification.

24. Stop vindictive actions of GM (Finance) Postal Accounts Chennai. More than hundred Postal Accounts employees are charge sheeted. GM (Finance) even refused to heed the instructions of DDG (PAF).

25. Review of marks of JAO (P) Part-II examination held in December 2012 in r/o SC/ST candidates. As the exam was conducted on the basis of old Recruitment Rules i.e JAO and the said posts are Group ‘B’ (Non-Gazetted) review may be held.

26. Revise the Postmen /MailGuards /MTS Recruitment Rules. Stop open market recruitment. Restore Seniority quota promotion.

 INDEFINITE STRIKE FROM 6th MAY 2015

A team of members from the State Co-ordination Committee of Confederation of Central Govt. Employees and Workers  comprising Com. K C Sahoo, Vice-President ( from Govt of India Text Book Press), Com. J K Sahoo, Joint General Secretary ( from Institute of Physics), Com. Sadashiv Acharya, Vice-President ( from Central Ground Water Board ) Com. B Samal, Organizing Secretary ( from NFPE) under the leadership of Com. R N Dhal, General Secretary met His Excellency Sj. S C Jamir, Hon’ble Governor of Odisha at 11.20 AM on 17.04.2015 and handed over him a memorandum  with brief notes on 12 point charter of Demands. 

The Hon’ble Governor gave a patient hearing to the problems of the Central Govt. employees included in the 12 point charter of demand and assured to forward the same to the Union Govt.

Historic Rally conducted by postal employees in Bhubaneswar on 12.04.2015 in protest against proposed corporatization of India Post

For effective mobilization of rank and file for successful conductance of the Indefinite Strike call given by the Central Postal Joint Council of Action comprising National Federation of Postal Employees (NFPE), Federation of National Postal Organizations (FNPO), All India Postal Employees Union, Gramin Dak Sewak (NFPE) and National Union of Gramin Dak Sewaks from 6th May, 2015, a grand General Body Meeting was organized by Com. Bruhaspati Samal, Secretary, AIPEU, Gr.-C, Bhubaneswar and Convener, Divisional Postal Joint Council of Action, Bhubaneswar at Odisha Association for the Blind (Near Big Bazar), Kharvelnagar, Bhubaneswar – 751 001 on 12.04.2015 (Sunday)  under the president-ship of Com. Pramod Kumar Pattnaik, President, All India Postal Employees, Union.
Inaugurating the meeting,  Com. Janardan Pati, Vice-President, CITU, Odisha strongly criticized the anti-workers/anti-employees/anti-people policies of the present Govt. Postal Department is not the only organization that suffers. The existence of each and every Govt. organization is now at stake. He appealed the general public to be conscious about the deep rooted conspiracy between the private operators and the politicians in power which has resulted so many Govt. organization to go on loss. BSNL is the best example. Telecom was a Govt. Department with Rs.10000 crores profit per annum. It was first corporatized with categorical and unambiguous assurances to the employees. But now situation has become such that BSNL employees are deprived of annual bonus, LTC and Medical Bill reimbursement etc. for last five years and the erstwhile Telecom after being corporatized is making a loss of Rs.10000 crores per annum. Now the present Govt. is planning either to privatize it or to close down. As a result, 2.25 lakh BSNL employees, both executive and non-executive are going on a country-wide strike on April 21-22, 2015. The postal employees should learn a lesson from the corporatization policy of the Govt. taking BSNL as an example and be ready for a do or die battle to save the Department of Posts.
Addressing the meeting as Chief Speaker, Com. T Satyanarayan, General Secretary, All India Postal Accounts Association cautioned the NDA Govt. to stay away from the hidden agenda of corporatizing India Post failing which 5 lakh postal employees working 1 55 000 post office all over India will be compelled to adopt agitational path with Indefinite strike from 06.05.2015 demanding “No corporatization of India Post” at the top of the list. Among other demands, inclusion of GDS under the purview of 7th CPC and grant of Civil Servant status, Merger of 100% D A with Pay from 01.01.2014, Grant of Interim Relief ( 25% of Pay ) from 01.01.2014, Scrapping up of New Pension Scheme, Removal of 5% cap on Compassionate appointment, Filling up all vacant posts, Implementation of Cadre Restructuring proposal, Allotment of  sufficient funds for sanction of all pending bills and repairing of buildings/quarters and  to revise the Postmen/MG/MTS Rules stopping open market recruitment are the major pending issues.
Among other, the meeting was also addressed by Com. R C Mishra, Circle Secretary, All India Postal Employees Union, Group-C, Odisha, Com. Dusmant Sethi, Circle Secretary, All India Postal RMS & MMS EU, Gr.-C, Com. Manoranjan Sarangi, Asst. Circle Secretary, NAPE, Gr.-C, Odisha(FNPO) and Com. B D Senapati, Circle Secretary, All India Postal Accounts Employees Association, Odisha, Com. Sudhir Swain, Divisional Secretary, All India Postal Employees Union, Postman & MTS, Com. Ghanashyama Panda, Divisional Secretary, All India Postal Employees Union GDS(NFPE), Bhubaneswar Divisional branch and Com. R K Senapati from AIPAOEU, Odisha Circle.
A mass rally was organized from Blind Association to Master Canteen Square at 3 PM and the programme was ended with a long human chain of hundreds of  postal employees at Master Canteen Square, Bhubaneswar with banners, flags and placards in protest against the proposed corporatization of India Post.  All the above leaders including Com. T Satyanarayan, General Secretary, AIPAEA participated in the mass rally. The capital city of Bhubaneswar witnessed the anger of the postal employees first time in the street in protest against the proposed corporatization of India Post. The postal employees appealed the common citizen of India to extend their cooperation to save this old and vast organization which is still the biggest postal network in the world.  
The meeting and rally were successfully managed by Com. Anil Kumar Mohanty, Com. Lingaraj Sahoo, Com. Dipti Ranjan Mohanty, Com. B N Mohapatra, Com. A K Panda, Com. Ajaya Ku. Barik, Com. Dillip Kumar Mohanty, Com. Mrutunjay Uttaray with active participation of casual workers, MTS, Postman and P As. We would like to give special thanks to Com. Sukhalal Tudu, Treasurer and Com. Radha Krushna Pradhan, Asst. Secretary of AIPEU, Group-C, Bhubaneswar Division who captured the whole programme in their cameras.
While the Divisional JCA expresses its sincere obligation before all the participants who made the programme successful, regrets for those unfortunate members who missed such a historic occasion either intentionally or under any compelling situation.
It is our sincere appeal to all those comrades who intentionally avoided such programmes to remain active in future since very hard days are coming. We have to act seriously to resist the Govt. from the move of corporatizing of India Post.
