Formation of seventh pay commission and merger of DA

According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.
The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it's recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation. Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand. After formation of seventh CPC, if the ruling party fails to come back in the corridors of power, the entire liability will have to be borne by the new Govt. So, it's a win win situation of the ruling party and most likely, it will be announced in the later half of the year.

REVENUE GENERATION THROUGH MODERNIZATION IN THE DEPARTMENT -- NEWS

New services push postal dept revenue

ALLAHABAD: While postal department is pushing for modernisation of its services, its revenue has also increased. Allahabad postal region earned revenue of more than one billion rupees in the last financial year. Other than transmission of letters and selling postage stamps, the department also provides services like banking, insurance and other financial services.

Director, postal services of Allahabad region, Krishna Kumar Yadav said the department has increased its revenue in various sectors and compared to rupees one billion seven crore of financial year 2011-12 Allahabad Region has earned a revenue of rupees one billion eighteen crore thirty two lakh during financial year 2012-13, which is 10% more than the last financial year. 

Out of this, postal operations account for Rs 41 crore and banking services accounts for Rs 77.92 crore, while in the last financial year their share was Rs 39.54 crore and Rs 68.05 crore respectively. Yadav said after implementation of core banking and other modernisation initiatives, the department will generate more revenue.

Yadav added that Allahabad Region has also performed well in the field of postal life insurance. Total business of life insurance amounts to rupees one billion eighty three crore, out of which Postal Life Insurance accounts for Rs 84 crore and Rural Postal Life Insurance for Rs 89 crore.
He said that other than traditional services, premium services like speed post, express parcel post, business post have also received good response from public. Against the allotted target of Rs 18 crore for these services, Allahabad Region has achieved revenue of Rs 23.54 crore. The online 'Track and Trace' facility of speed post has increased the popularity of this service. Yadav said monitoring of postal services are being ensured at each level for better service delivery. Under 'Mail Network Optimization Project', main emphasis is on timely and fast delivery of postal articles.

EDITORIAL - BHARTIYA POST, MAY 2013


Seventh Pay Commission
Get ready for indefinite strike

            The demand for setting up of the Seventh Central Pay Commission (CPC), five year wage revision, merger of 50% DA with Pay was first raised by the Confederation of Central Govt. Employees and workers, of which National Federation of Postal Employees is a major affiliate. At that time, in 2010, no other Central Govt. Employees organisation including Railways and Defence raised this demand. Phased programme of action and campaign was organised throughout the country. The justification for the next CPC was also well explained to the rank and file membership with well founded facts and figures. The demand catched the  imagination  of the workers, cutting across union affiliation by and large they are convinced that the injustices done by the Sixth CPC can be undone only by setting up another pay commission. The erosion in wages due to the unprecedented price rise is very much felt by each and every employee. Further the demand of five year wage revision and the discrimination in wage revision between public sector employees and Central Govt employees is not at all acceptable to the employees.
            It is in this background, the confederation has decided to step up the campaign and to organise a massive Parliament March on 26th July 2012 before the parliament, to exhibit before the highest forum of democracy that the entire employees are restive and any delay in setting up of the 7th CPC is not at all justified. The largest participation of Central Govt. employees of about more than 20000 in the Parliament March, has proved beyond doubt that the pay commission cannot be delayed any further. In that Parliament March a call for nation wide one day Strike on 12th December 2012 was given by Confederation.
            Hectic campaign was unleashed throughout the length and breadth of the country for making the 12th December strike a thundering success. The fact that confederation alone is organising a strike exclusively on CG demands after 1968, has given added importance to the struggle. Finally when the strike took place on 12th December, it became one of the biggest strike of CG employees with the participation from every section, surpassing the estimation of the leadership.
            It is at this stage only, the leadership of other Central Govt organisations are convinced that it is high time to demand the setting up of the 7th CPC. Only because of the sustained and determined effort made by the Confederation, such a situation has emerged. In the meantime, all the Central Trade Unions including INTUC, BMS, AITUC, CITU, HMS etc. has also submitted a memorandum to the Finance Minister setting of 7th  CPC in the 2013 budget itself. And now the biggest Railway Federation (AIRF) and Defence employees Federation (AIDEF) has come forward for a joint programme of action on the two major demands of the CG Employees, viz. Setting up of 7th CPC and scrapping the PFRDA Bill. A joint call is given by AIRF, AIDEF and confederation to organise nation wide protest demonstration, rallies etc on 29th April 2013 and also for sending telegrams to Prime Minister.
            Thus, now the Govt cannot any longer delay or deny the demand for setting up of 7th CPC. If the Govt still deny the demand, there is only one alternative left before the employees, i.e. indefinite strike. Let us start mobilising the workers now onwards, so that we can jump into action, if situation warrants.

Dearness Allowance from Jan-2013 News: Agenda in today's Cabinet Meeting


As per some news in leading news paper, proposals to hike dearness allowance of Central government employees by 8% is likely to be considered in today's cabinet meeting. It is known that Finance Minister is on tour and will return on 22nd April, 2013 and in last cabinet meeting on 2nd April, 2013 Govt had deferred the decision on enhancement of DA due to absence of Finance Minister.This time again leading news website has published that hike dearness allowance may be considered by govt. in cabinet meeting.  
In last para of Hindustan Times News article "Cabinet plans sops ahead of LS polls" 

"Proposals to hike dearness allowance of Central government employees by 8% and setting up a Railway Land Development Authority to improve railways financial help are likely to be considered."
In Times of India News article "Cabinet to mull over tougher laws against middlemen, buffer for retired babus" a para added about DA 
"Doubling special support to Bihar to Rs 12,000 crore under the remaining four years of the 12th Plan, the judicial commission Bill and 8% dearness allowance (DA) for government employees are also on the Cabinet agenda."

NEW DELHI: 

The Union Cabinet is likely to approve a proposal to increase dearness allowance (DA) of central government employees by 8% on Thursday.
The move to increase DA from 72% to 80% will benefit around 50 lakh employees and 30 lakh pensioners of the central government.
"The Union Cabinet may consider the finance ministry proposal to increase DA in its meeting scheduled for Thursday," a source said, adding the hike would be effective from January 1, 2013 and employees and pensioners would be entitled to arrears.
The government had raised DA to 72% in September last year, which had come into effect from July 1, 2012.
As per usual practice, DA is merged with basic pay when it breaches the 50% cap. This helps employees get higher allowances as those are paid as proportion of the basic pay.

CONFEDERATION CALLS FOR A STRONG PROTEST AGAINST THE INORDINATE DELAY IN GRANTING 8% DA TO CG EMPLOYEES BY GOVERNMENT

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013
            Since the implementation of the recommendations of the 4th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.
            This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.
            This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.
            Confederation has written to Prime Minister conveying the disquiet amongst the amongst the employees over the inordinate delay in the grant of additional installment of DA due from 1st January 2013 and urging the Prime Minister to take immediate steps to assuage the feelings of the employees. Copy of the letter is given along with this Circular.
            The Secretariat of Confederation therefore calls upon every affiliate as well as State Committee of Confederation to organise lunch hour demonstration in the work place on 23rd April 2013, Tuesday and send the following telegram to the Prime Minister of India.
TEXT OF TELEGRAM: EMPLOYEES AGITATED OVER DELAY IN GRANT OF DA, URGE TO EXPEDITE ISSUANCE OF ORDERS.
            Each affiliate and State Committee of Confederation may send a detailed report on implementation of the programme in their organisation/state to the Confederation CHQ.

            I am to invite your kind attention to the delay in the grant of additional installment of Dearness Allowance to Central Government employees and officers and the consternation it is causing amongst the employees.
            It would be apt to point out here that since the implementation of the 4th CPC recommendations with effect from 1st January 1986, the Dearness Allowance is paid to Central Government employees in two six monthly installments – along with the salary for March and September every year. The 5th and 6th CPCs also recommended the same principle for payment of additional installments of DA and since then the order granting additional installment of Dearness Allowance is being issued well in advance honouring the recommendations.
            The Central Government Employees were expecting the announcement of grant of additional installment of Dearness Allowance (8 % with effect from 1st January 2013) and Office Memorandum on that in the month of March 2013 itself. The delay of more than a month has led to disquiet amongst the employees.
            I shall be thankful if the fears of the central government of employees are allayed by immediately releasing the additional instalment of Dearness Allowance with effect from 1st January 2013 without any further delay.
